Solution:
Unable to confirm procedure for obtaining a new VIN plate but, at least on these, it appears the original vehicle identification number was issued when known.  When original vehicle identification number is not known a state issued number is assigned.

Anyone with detailed information from the Washington DOT to obtain a state-issued VIN, please contact me.
